1. The responsiveness isn't the best out of box, but once it is tweaked it is pretty good. I can easily flick through things or click on something. There may be a freeze every now and then, but that's a WM thing. I only had it freeze on me once since owning it.
2. The accelsensor is very fast on this phone. It is almost instant. There is about a 1 second delay. Unfortunately, just like the Incite it is locked down so no g-sensor. However, I saw a post either here or on xda with someone working on getting it enabled. I can't answer for SPB since I haven't tried it on this phone yet.
3. For the weather you can access easily if you are using the LG Idles UI. At the bottom of the screen there are a set of panels. In one of the panels there is a button for the weather. If you press it a window will open on the today screen showing the weather. You can set it to automatically update or you can manually update it. If you are using the titanium UI you will need to install something like showaco's titanium weather to see it on the today screen.
If you're worried about Garmin, it works on the eXpo too. I noticed that AT&T changed the settings for Internet Sharing so it won't connect unless you have a tethering plan, but there is a tweak to fix that. it can be found in a cab or in Woodhole's tweaker program; which has a lot of other tweaks too.

Also the fingerprint sensor is a bit fussy. I think it's a software issue which I'm hoping will be fixed when we get an update. As for using it as a wifi router I'm not sure. I haven't tried, but i believe you should be able to.
Lastly the proximity sensor is a lot better than the Incite. I've noticed only a 1-2 second delay. Hope this helped and let us know what you decided. Either way you'll be getting a great phone.
