Easy way to do this without an app is to go to the video camera.
on the left side it will show the settings and a lightning bolt (referring to flash).

Tap on the lightning and it will ask you for flash off or always on.

Tap on always on.

At least this is how I remember it. I don't have my Expo anymore..

Yeah you can turn it on in the camera thats what i do, but you have to have it on video mode, not camera.. camera's just flashes when you take a pic.. i would like to be able to bind a key on thep hone to turn on/off that light though.. its SUPER bright and usefull..

Just leave the option for flash always on and create a shortcut to the video camera (in the LG menu under Multimedia.) Or alternatively, you can map one of the buttons to start the video camera (START > Settings > Personal > Buttons)

EDIT: Nevermind, I don't think there is a option to choose the Video Camera in the button mapping menu (Only the Camera) You can still just make a shortcut though..
