I found there is very easy way to unlock the iQ (I assume eXpo too), simply by using universal unlock sim module. Those are available for under 5 bucks on ebay. It is a very slim printed circuit board with a small chip in the corner that goes under the your SIM card. I have few of those laying in my desk drawer for quite a while now. Out of couriosity I popped in my Rogers SIM with one of those suckers underneath and to my surprise phone started and registered on Rogers network just fine - 3G and everything working. I had to manually configure APN settings for Rogers to get data working, but once I did - it was fine. Some things like A-GPS were still trying to access Telus "SP" APN, but I am sure it is a matter of poking in registry to fix all those.
The SIM unlockers sometimes require you to cut your sim to make space for the small chip in the corner, but with the IQ that's not necesarry as there is plenty of space to fit everything without any cutting.
So for everyone looking to unlock the phone and save some cash - check this method out (plus you won't lose the 'unlock' money if you have to replace your phone under warranty
