Here is a theme that I created for myself not sure if its your thing or not... try it and let me know. NOTE: This is for portrait only, when switching to landscape the image will just array itself to fill the page.

Step 1) Go to settings and select a theme with buttons and colour scheme that you like. (in the attached screenshot I am using a base WM theme called "Condor GT Black Edition")

Step 2) Copy the attached files to your \Windows\ folder on your internal memory: tifsb.png and tiftb.png

Step 3) Copy the attached file tifwp.jpg to somewhere on your SD card or internal memory where you can find it later.

Step 4) Use a registry editor to change the following registry entries (I use PHM Tools)
            a) HKCU-Software-Microsoft-Today-SoftKeyBar-SoftKeyBarThemeImage change to Value to  \Windows\tifsb.png

            b) HKCU-Software-Microsoft-Today-TaskBar-TaskBarThemeImage change to Value to  \Windows\tiftb.png

Step 5) Go to Settings - Today at the bottom of the page select - use this picture as the background and browse for tifwp.jpg in the location where you saved it in Step 3)

Step 6) Reset the phone. To change back to one of the preinstalled themes simply go back to today settings and pick your theme and unselsct the background option you selected in Step 5).

So, if I'm reading your steps correctly KV, you could alter the Softkey Bar background at the bottom (tifsb) and TaskBar (tiftb) background at the top to ANYthing you want that suits your wallpaper (tifwp) and overall theme - assuming the dimensions (480x800 for wallpaper, 480x52 each for TB and SB) are maintained and the files placed in the right locations? Once the reg edit is done initially, you wouldn't have to point to those files again in \Windows\ each time right - just swap out what's in there currently with the new ones when you change themes? Or am I missing something here?

Don't think you quite got the whole link there. That just leads to XDA's entire listing for Windows Mobile devices - which is A LOT.
